No matter what one intends, without watching it happen they can never truly know what will happen. Though sometimes even watching does now mean you get what you want.
Dumbledore didn't want a broken Harry when he left him with his aunt he truly did think it would be the best place for him, but he also truly didn't check on him. Sadly the old wizard doesn't know much about minds though, or at least their healing and in the process of trying to fix what he broke he makes things worse.
