Summary
The Capitol has fallen, and Panem is free. The war is over, but squalor and starvation persist—especially in the Capitol. There is little sympathy for the suffering of its people, despite President Paylor’s efforts to govern with justice and compassion.
Once hailed as the most beautiful woman in the Capitol—and perhaps all of Panem—a widowed magazine model now wanders the bombed-out streets of her shattered city, struggling to feed her children.
A soldier from District 11, who had little before the war and lost everything during it, now patrols those same streets, tasked with maintaining order in a city that once symbolised oppression of his people.
An uncomfortable truth of war also lingers: many victorious and vengeful soldiers view the defeated civilians—especially the women—as spoils of conquest.
Amid this harsh new reality, the paths of the soldier and the model cross. Slowly, they begin to understand one another.
Together, they confront the weight of their pasts, the pain of having stood on opposite sides, the bleakness of the present, and the fragile hope of a better future—for themselves, and maybe for even all of Panem.
