A man by the name of Alastor has been leading a modest life in the city of Karnaca for the last two years, that is until Corvo Attano happens upon him and recognizes him as the Outsider. They become close, but both are struggling with their own doubts and demons. The Outsider faces a looming monstrosity haunting his nightmares from the Void, threatening to pull him back into the emptiness. Meanwhile Corvo battles his greatest fear of all - failing to protect those he loves.
As usual, when these two tormented men come together, times turn dark and history is made. Except this time, the Outsider will need to make his own choices instead of watching others', and the Royal Protector will be fighting to save not an empress, but a fallen god.

Billie remains in Karnaca with the - now human - outsider. He meets someone that makes human feelings even harder to deal with. Meanwhile the eyeless are affected by the absence of their deity and are trying to find someone to fill in the gap.
