Zuko was not a good shifter.
Azula could switch between her wolf and human skins between steps. Not Zuko, he needed several minutes before he even started the shift, and that was on a good day. If it had been Azula who Animal Control found in that alley, they would have walked away convinced that their eyes had played a trick on them. There had never been a dog there.
But Zuko's long transformation would have only revealed his kind to the world. Father may think he has no honor, but he wouldn't stoop so low as that. Even if that meant being dumped in animal shelter, trapped as much by the 24/7 security cameras as by the cage bars.
He had the worst luck.

"Come on guys!" Aang said as he lead his friends through the clamoring barks of the shelter. "I want to show you my favorite dog! He's a sweetheart."
Aang lead the pair to where a monstrous beast of a dog was growling with raspy barks loud enough to drown out the rest of the shelter. His bright white teeth contrasted against golden eyes and a bright red scar that stretched over the side of his face as he lunged against the cage door.
Sokka laughed nervously. "Did the word 'sweetheart' change meaning when I wasn't looking?" -

Summary
Zuko formed a bond with an Earth Kingdom Colonel and trusted him enough to turn himself into their custody without putting up a fight. The deal he's offered is a lenient form of imprisonment with more freedom than he'd hoped for. But his only ally is sent on a mission and Zuko has to navigate the new, hostile reality on his own.

Five years ago Zuko had gone to bed on the second anniversary of his banishment, that night he woke up drowning at sea only to be saved by a bunch of weird pirates with a crazy shirtless firebending captain, a few weeks later they managed to turn the prince into a pirate. After many adventures and tragedies, the feared Firefang finally died on the shores of Laugh Tale paying back his debt to his old captain.
But instead of dying he woke up back on his world a few years into the past, a man who has tasted the freedom of the sea can't go back to serving under a crazy lord so it was time for the elemental nations to lose a prince and gain a pirate.
It was his turn to get a new crew to turn the world upside down.

With the avatar gone and taking their darn sweet time to come back to the world, the world itself has been thrown into chaos and imbalance. Not only the human world but that of the spirits. Malevolent spirits have been spotted more and more in the world of humans and some form of intervention must be done.
Since the fire sages, the last sages of their kind, are too busy licking the Firelord's boots and certain spirits have decided to go about their own business, it's up to the shamans and their helpful spirit companions to try and bring back balance to the realms, that is until the avatar makes a surprising reappearance....
A shaman Zuko story but this isn't really the Zuko we know.
