If it's only about the East Sea, Shinichi is indeed the youngest to become a commodore. There's another his age in the West Sea too, but he doesn't know nor care about his birthday if they want to be more technical about this 'youngest' status.
As long as the KID Pirates stay in the West, he doesn't care even if they're led by a young captain either.
