Caboose is so used to physical affection being uncomfortable, but he does his best to explain his sensory issues to Tucker, who actually bothers to listen.

Summary
Tucker liked to think he'd gotten good at clinging to things over the years; if you got tired enough of things slipping away, clinging became a bit of a necessity. Of course, maybe the more sensible plan would be to not get quite so attached, and if Tucker was any less stubborn of a person maybe he wouldn't bother. But Tucker was a lover, not a fighter, and he didn't do 'not getting attached', he didn't do 'pushing people away', and he definitely didn't buy into the 'lone wolf' mentality--none of the Reds n' Blues did. No matter how aloof they seemed, the Golden Rule among simulation troopers was that there was no ditching allowed.
Which made Agent Washington, the incredibly distant lone wolf, an anomaly of sorts in their orbit. He didn't refuse the simtroopers' friendship as much as he did try and earn it, constantly, and there didn't seem to be a cap on how much he was willing to sacrifice to make up for past mistakes. It requires a special kind of stubborn to take someone with so many jagged edges and smooth them down, but there was absolutely no one better for the job than Tucker and no one that deserved the effort more than Washington.

it’s not that caboose is incapable of shaving himself (if he uses a straight razor he’s definitely getting some nicks but if you give him an electric razor he’ll be fine) it’s that caboose doesn’t like having a full beard because of sensory but also does not give one single shit about his appearance meanwhile church will be driven insane by cabooses patchy stubble and also you KNOW church has the most pretentious views on what counts as good razors so he’s pulling caboose into the bathroom and so delicately holding his face and giving him a clean shave. because you know. the rituals. they’re intricate.
