Summary
There's a lot of expectation attached to Steve Rogers' name. It's taken him years to prove his own worth - that he's made it so far in the USNA on his own merit and not just because of his father. He's close though - there are only a few more months until he graduates and gets to stand on his own two feet. It's taken a lot of effort to get there, and a lot of sacrifices.
Bucky's beyond the point of expectation. When your father and grandfather have both been President - and your mother nurses political ambitions of her own - brilliance is a foregone conclusion. He's just counting down the final months of his confinement to the glass cage of the White House and he's determined to put that whole world behind him.
But as the days standing between them and their dreams dwindle, Steve comes to realize he might have made one sacrifice too many, and Bucky learns that his freedom comes at a cost he's never going to be able to pay.

Barnes's military outnumbered Joseph's 10-1. Steve was 15, a few months from 16, and even Barnes admitted Joseph was slime for using his child as tribute.
That did not stop Barnes from actually taking Steve. Barnes, as he later admitted, was not a good man, either.

He didn't exactly care either way, because it was going to be like every other doctor's appointment. He would smile and lie, and the doctor would write seems to be adjusting well and it would be over quickly. It was always over quickly.

After meeting at one of Tonys Starks famous ‘welcome to college’ parties where they talked all night and shared stuff they had never shared with anyone. Alas they never gave each other their names and Steve was too drunk to remember that night, but Bucky never stopped thinking about him. He thought about him every day for a month, beating himself up about not getting the pretty boys name until one day when he comes into his coffee shop.
