Mon Mothma had been there, holding Padmé's hand on Polis Massa, she'd watched as the first friend her age who hadn't been chosen or assigned to her died, slowly and pained.
So when Masters Kenobi and Yoda had told Bail and Mon to take Padmé's memory, her children, both had agreed.
Mon accepted the boy, "Luke" Padmé had murmured, with her last breath, and rushed back to Coruscant.
