Summary
The year is 2372. The wormhole is closed, which prevented outright war with the Dominion but spawned political repercussions throughout the sector.
Elim Garak, recently promoted as Deputy Head of the Obsidian Order under Pythas Lok, begins the delicate work of unraveling damage done to intelligence agencies around the quadrant by changeling infiltrators, seven of whom remain unaccounted for (if the Vorta are to be believed).
Julian Bashir, having begun medical studies on Bajor the year prior, enters medical school on Cardassia Prime.
Starfleet struggles to control the Maquis, whose numbers have surged after hundreds of Jem'Hadar and Vorta were granted political asylum and are being housed in the demilitarized zone.

I cannot say that it is entirely necessary to have read the first two installments, which are lengthy, but since this is an AU, I do recommend it because this begins right in the thick of things.

Elim Garak - recently reinstated to the Obsidian Order - takes residence on Cardassia before embarking on a perilous mission: aided by his old schoolmate and current head of the Order, Pythas Lok, the two will endeavor to track down Enabran Tain, whose meddling from retirement threatens the political posturing of the Cardassian state.
Julian Bashir - recently freed from prison, where he spent a year for illegal augmentation - must decide if he wants to accept a proposition to attend medical school on either Bajor or Cardassia.

In writing it, she intends to set the record straight about the Dominion, the Founders, the Vorta, and her own role in the Quadrant War.
The Founders are not the founders. The Vorta were not 'elevated' from primitive tree-dwelling bushbabies. The Dominion encountered the Borg centuries before the Federation. The Federation legal system isn't half so even-handed as it claims to be. And one person really can have an indelible effect on history.
