Summary
Out of sheer determination, Frisk decides that Asriel will not turn back into a souless flower. They also decide to revive the seven other fallen children, including their own personal narrator. Determination is a wonderous power, isn't it ?
Surely, nothing could go wrong with this.
But of course, as simple as life through the eyes of a child (who had at one point unfathomable power in their hands) is, it isn't to the numerous grown ups around. Much to every human child's dismay, they are taken in by the human government soon after monsterkind is freed. It is said to be temporary, the time for them to undergo medical exams and to find their remaining relatives yet.
None of the fallen children appreciate the ordeal, as expected. One more than the rest.

Chara was terrified out of her goddamn mind. Hard not to be; she was cold and alone, scared and shaking like a frightened little fawn who was about to be fresh meat for a hungering predator. The worst part was knowing that metaphor was accurate.
For what felt like an eternity, she stared into the abyss, waiting for something, anything… That’s when she realized, though numbly, that the shuffling noise had stopped. And then she saw it- Her.
The glow.
The bright, colorful purple glow that now illuminated the floor at her feet. It's only with the passage of a secondary, even more powerful wave of immeasurable dread than the last, that she realized the glow belonged to a pair of eyes; Demonic, terrifyingly inhuman eyes.
The eyes of the Soul Of Hatred. The eyes of the one with the Black Heart.
The eyes of the one they call Akumu.

For those of you who'll be there for the Undertale content, it's there to explain a number of events in the story. The human characters from the Undertale game are mentioned several times in certain chapters, and Frisk begins to appear in chapter 14. If you don't know Poppy Playtime, you can still try reading the fiction and see how the company is responsible for the events in the game.
English is not my first language, so there may be mistakes and there may be chronological inconsistencies. -

The world of UNDERSWAP is a derivative one, a place where characters you're familiar with can live out new lives, do different things, but always retain that sense of identity and familiarity you're accustomed to, while not straying too far into newness.
We see for ourselves how this is not that uncommon a behavior, a world similar to this one has the main character be named Kris instead of Frisk. Submerging yourself in the opportunity of this, understanding the lengths to which you may cling onto it, is a fearsome thing.
What makes this world so special, is the question? What makes it worth doing, clinging onto this feeling?
A skeleton guides you through the underworld, and he chooses whether or not you may pass from one world to the next.

Frisk climbs a mountain and inadvertently awakens an ancient terror sleeping beneath the flowerbed they land on when they fall. If by "ancient terror" one assumes the less-popular definition of "annoying narrator-ghost princet of monsterkind who is now, unfortunately, permanently stuck in their head."
Chara doesn't want to be awake. They especially don't want to be helpless in the back of a bloodthirsty human's head, watching them ruin the only home they've ever known with no power other than their voice to fight back with. Luckily for them, that's not what's happening at all. Unluckily for them, they may have to re-evaluate a few things about their worldview. Which, for someone as set in their ways as them, is not an easy thing to do.
